Cannot load driver library for "odbc"

I am attempting to connect to Oracle and Firebird via ODBC and am getting the subject error from the "Database connection wizard".

Steps to reproduce:
1. Press the "New Database" button to display the "Database connection wizard".
2. Press Next.
3. Enter a Directory.
4. Enter a Database name.
5. Press Next.
6. Select "Store as files".
7. Press Next.
8. Select "Rekall ODBC Driver" from the RDBMS Type drop-list.
9. Press Next.
10. Leave the Host empty. Should I be placing something here?
11. Leave the Port empty. Should I be placing something here?
12. Press Next.
13. Enter a User Name.
14. Enter a Password.
15. Press Next and get the Cannot load driver library for "odbc" error.

OS: Windows 2000 SP 4
Rekall: Rekall_2.2.1-040902
Rekall ODBC: RekallODBC_2.2.0-040403

Any idea what I am doing wrong and how to get this to work?
